This gives me an excuse to tell an anecdote:
My Dad was part of a parish committee in rural west of Ireland in the 1950s that got £2000 to build a dance hall for the community. Realising this wasn’t enough they bought sweepstake tickets and effectively doubled their money. The hall got built and still stands today (and people still dance in it).
Like your example above I regard this as a useful way to bring in match funding.
